GEYC Launches the PRISMA Framework Under the EU CERV Programme

As 2026 begins, we congratulate GEYC on securing a multi-annual Operating Grant under the Citizens, Equality, Rights and Values (CERV) Programme, funded by the European Commission, a recognition of their continued leadership in European civil society. As a partner within the PRISMA European Network, Growth Hub shares the values and vision that underpin this initiative, and looks forward to contributing to its mission of advancing digital democracy, civic engagement, and youth participation across Europe.
What is the PRISMA Framework about?
The PRISMA Framework for Digital Democracy and Citizenship is a 3-year initiative (2026–2028) designed and coordinated by GEYC. It brings together partner organisations from multiple EU Member States around a shared mission: equipping young people and communities with the tools, knowledge, and agency to become active, informed, and resilient participants in the digital age. Through PRISMA, we work toward a Europe where young citizens are not passive consumers of digital spaces, but empowered actors in shaping them.
What is PRISMA Network?
PRISMA Network is a European initiative dedicated to strengthening democratic values and digital citizenship among young people and communities across the continent. The network was established to address some of the most critical challenges Europe faces today: - Low youth participation in democratic life: tackling disengagement and building meaningful pathways for civic involvement - Digital exclusion and unequal access to technology: ensuring no community is left behind in an increasingly digital society - The spread of disinformation: building resilience and critical thinking among citizens of all ages - Online hate and cyber violence: developing the tools and frameworks needed to prevent and respond to digital harm - Insufficient awareness of digital rights and responsibilities: fostering a culture of informed, ethical engagement online
PRISMA Network unites organisations, young leaders, practitioners, and institutions across Europe with a common purpose: to build a strong, collaborative community committed to active citizenship and digital innovation.
Our Commitment as a Partner
As a partner organisation within PRISMA, Growth Hub is committed to supporting the wider network by sharing knowledge, expertise, and practical resources. We will regularly publish materials, including guides, toolkits, and insights, to help organisations and educators explore, adapt, and implement digital democracy initiatives within their own contexts and communities.
What to expect in 2026
This year marks the first year of implementation, and here are a few highlights to watch for:

Organising one National Digital Democracy Lab with at least 20 participants

European Digital Citizenship Week
Actively contributing to the European Digital Citizenship Week through 2 local awareness events during September

EDYS - European Digital Youth Summit
Participating in European initiatives such as the European Digital Youth Summit (EDYS)

Community of Volunteers
Developing communication and documentation outputs to showcase results and impact
These actions are supported through the Financial Support to Third Parties (FSTP) mechanism, which enables local initiatives aligned with EU values.

This grant is more than a funding milestone; it is a formal endorsement of civil society's essential role in building democratic futures. For Growth Hub and our broader network, it opens new pathways for collaboration, cross-border partnership, and meaningful engagement in areas that define the challenges and opportunities of our generation.
